Odoo and Zoho are excellent products, and we still recommend them to some clients. Here is a three-year cost comparison against a custom ERP for a 25-person business, and a plain rule for choosing.
We build custom ERPs. We also tell roughly a third of the businesses who ask us about one to go and buy Zoho or Odoo instead. This comparison is the one we walk clients through.
Zoho One and Zoho's individual apps. A large suite of cloud apps (CRM, Books, Inventory, People) that work together reasonably well. Cheap per user, fast to start, good for standard processes. Customisation is possible but quickly becomes a second job.
Odoo. An open-source ERP with hundreds of modules. Very capable, and in the UAE there is a large ecosystem of implementation partners. Community edition is free to license but you will pay a partner to set it up; Enterprise adds per-user fees. Customising Odoo deeply means paying Odoo developers, which is a specialist skill.
Custom ERP. Built around your process with only the modules you need. One-time fixed price, no per-user fees, yours to change. Nothing you do not need, but also nothing you did not ask for.

The pattern is consistent: off-the-shelf is cheaper in month one and more expensive by year two. The crossover is usually around 12 to 18 months for a team of this size, earlier for larger teams because per-user fees scale.
If you can describe your process in the words the software vendor uses, buy the software. If you keep saying "but we do it differently because...", build.
